HINDUSTAN TIMES HAS BECOME A SANCTUARY OF SCOUNDRELS

Clarification” of Hindustan Times on the obnoxious “opinion piece” it had published on 24th July under the caption “Oof! Rashtropoti Bhobon!”, makes one suspect that it has become a sanctuary of scoundrels.

If not, it would have apologized directly to the people of Orissa against whom it had published that piece of dirty diatribe; it would have removed the filthy piece from the web by inserting there the reason thereof; it would have removed Hazra from its employment and handed him over to the police for the offensive use of its space in anti-national propaganda hyped with words like “Bengalis can finally forgive Indians”, because Pranab has become the President.

The Hindustan Times has not taken any such step. Rather by way of clarification, it has confirmed that it supports whatever Hazra has vomited.

The paper’s support to Hazra prompts me to ask: What is there in Pranab’s election as President which makes the howling Hazra feel that “Bengalis can finally forgive the Indians”? Is there anything noteworthy in his election, when in the political chaos that the country has been pushed into, any dog planted by the widow of Rajiv Gandhi could have become the President?

Criminal vitriol against the Oriyas, sic passim in Hazra’s article, has been authenticated by Hindustan Times, not only by its publication, but also by projection of the author under its own e-address given at the end of the nasty piece. Therefore, we reject its explanation that the article is a piece of “individual opinion of the author”.

Sham has so engulfed the HT that it has not felt ashamed of describing Hazra’s vomit as “an attempt to contribute to the debate regarding the recent Presidential election in India”. Is there a single line in the article of Hazra that raises a debate on Presidential election? Is there any ingredient of debate on Presidential election in what he has said? Which portion of the article of Hazra is a contribution to the debate on presidential election that the HT speaks of? Will the clarifier show us the same?

In its clarification, HT has asserted that, “Neither the publication nor the author had any intention to violate or hurt the feelings of, or to express any disrespect towards, any section of society”. Were these words juxtaposed with what Hazra has written to arrive at this conclusion? Let us see what Hazra has written in the nonsensical piece. It begins with these words:

“No one’s really noticed, but the Oriyas are really upset. Again. There was a chance that one of their own would finally become the president of India this time round. But no one from Orissa even made the grade as any political party’s presidential candidate. To add insult to injury, the 13th President is a Bengali and the outbreak of celebrations in the state next door has been keeping neighbours in Orissa awake at night”.

Are not these words willfully coined with the “intention to violate or hurt the feelings of, or to express disrespect towards” the Oriyas?

How could the HT claim that there was no “intention to violate or hurt the feelings of, or to express any disrespect towards, any section of society”? Is it now infested with fellows, who failed to understand the words they use?

And, how does the HT interpret the streamer: “With Pranab becoming president tomorrow, Bengalis can finally forgive Indians”?

Whose language is this? Hazra’s? Or of the editor-in-chief? Who has created this streamer?

Bengalis are who to forgive the Indians?

The old paper has certainly metamorphosed to a sanctuary of scoundrels, as otherwise its editorial page could not have thus become a junkyard of a particular Bengali’s braggadocios. I repeat, a particular Bengali, because most of the critics of Hazra’s article are Bengalis, who have castigated him for what he has written.

This is Just for Hazra and his likes
who need to know the Oriyas

It seems, the howling Hazra and his likes in Hindustan Times and elsewhere, if any, are in dire deficiency in knowledge on Orissa and her people.

Because Hazra has ventured his vitriol against Oriyas in the context of his imagined victory of Bengalis in presidential election, I would like to cite only a few pages from recorded history to help them know what the Oriyas are vis-a-vis the Bengalis, without any prejudice against the Bengalis as such, amongst whom I have many close relations and dearest of dear friends and of whom I am personally an admirer and to me, who are persons of magnificent culture, brotherhood, magnanimity and humanitarianism.

So, for only the Hazras and HTs, let us now enter into a few pages of history.

The first independence struggle against the British

When Bengalis were priding in becoming the servants of the British, it is the Oriyas that had raised the first battle in whole of India in 1817 to expel the British from their soil. In the book – A SKETCH OF THE HISTORY OF ORISSA , the British historian G. Toynbee has narrated,

“It was not long, however, before we had to encounter a storm which burst with so sudden fury as to threaten our expulsion, if not from the whole of Orissa, at least from the territory of Khurda”.

Mother of non-co-operation movement

Begun with the 1804 war against the British, the battle of 1817 was a unique movement inasmuch as it not only had forced the British to bend its head, but also had given birth to the first non-co-operation movement in India at Khurda, which, after a hundred years, Gandhiji had adopted and used in our struggle for freedom.

The Khurda non-co-operation movement was of such impact that in his report to Commissioner Robert Ker dated the 9th September 1818, Joint Magistrate of Khurda W. Forrester had informed that, it had “completely put a stop to the collection of revenue” and “the nature of the country and disposition of its inhabitants will always present formidable obstacle to the suppression of these disturbances either by military or police”. That had forced the British to come to a compromise with the General of Orissa, Buxi Jagabandhu, who had led the non-co-operation movement.
But before the compromise was arrived at, many a Muslim leaders of the movement had sacrificed their lives and properties in that movement against the British.

As for example, from Robert Ker’s report to W.B.Bayley (Secretary to Government) dated 14 december 1818, it transpires that Mir Hyder Ali whom the British was unable to apprehend, had to breath his last in a condition of pauperization, the entire of his properties confiscated.

It was so much essential for the British administration to intimidate the people, that its chief executive in India had to put pressure on the Court to execute the punishment announced against the movement’s Muslim leaders like Sardar Khan and Nasrulla etc. (Letter of W.B.Bayley to the Registrar of Nizamut Adalat, W. Dorin, dated the 1st January 1819).

Aware of this unique non-co-operation movement conceived and successfully experimented in Orissa wherein many eminent Muslims had made their supreme sacrifices, and which had forced the British to compromise with the Orissa leader Buxi Jagabandhu as “the suppression (thereof) either by military or police” was found impossible, the Muslim leaders of India comprising the Khilafat Committee, had, on 23 November 1919, a hundred years after the Orissa experimentation, stressed on the necessity of a non-co-operation movement if the fight for freedom was to succeed.

Gandhiji was initially unable to grasp the significance of such a movement. His best biographer D.G.Tendulkar has written, “Gandhi was handicapped for want of suitable Hindi or Urdu words for the new idea. At last, he described it by the word ’non-cooperation’, an expression that he used for the first time on this occasion” (Mahatma Vol I, p.274).

Not in any part of Hindustan

Earlier when Bengalis were the docile subjects of the Muslims, and with them in its army, the Muslim ruler had dared to invade Orissa, the Oriyas had smashed that invasion completely and the enemy was, as admitted by the Muslim historian Minhaj-i-Siraj, who himself had joined that war, out-generaled. In THE HISTORY OF BENGAL (MUSLIM PERIOD), eminent historian Dr. R. N. Quanungo, has quoted Minhaj-i-Siraj who said,

“A greater disaster had not till then befallen the Muslims in any part of Hindustan”.

In the world of language

Language is the gateway to people’s dignity and civilization. India is a country of many languages.

In LINGUISTIC SURVEY OF INDIA, the famous linguist and researcher, G.A.Grierson has clearly said, “The Oriya language can boast of a rich vocabulary in which respect neither Bengali nor Hindi nor Telugu can vie with it”.

And, the great Bengali linguist Suniti Kumar Chatterjee says that “it may be said without travesty of linguistic truth” that Oriya language is much senior to Bengali and has shown the honesty in pointing out that Oriya is Bengali’s elder sister (I.H.Q.Vol.XXIII,1947,P.337).

It is better for the Hazras and the HTs to study a State first, before indulging in luxuries of nefariousness against its position and people.

MAN MOHAN SINGH FROM QUATTROCCHI TO KASAB: INDIA GOES ON GETTING EMBARRASSED

Prime Minister Dr. Man Mohan Singh has stated that his government is embarrassed over unnecessary prosecution kept alive by Indian judiciary against an innocent man like the Italian Ottavio Quattrocchi. In reality, India is embarrassed over the role her Prime Minister is playing in patronizing anti-Indians. Let us look at that.

Dr. Singh claims credit for having defeated the 26 / 11 terror attack on Mumbai and for having subjected the lone survivor Pakistani terrorist Ajmal Amir Kasab to prosecution in a Special Court. This is an instance that shows the difference between Congress and BJP in handling Pak-propelled terrorism in India, he asserts.

A man, who despite being the PM of India, has not hesitated to castigate Indian judicial system for having not ended the case against the Italian broker Ottavio Quattrocchi, is claiming credit for prosecution commenced against the Pakistani terrorist Ajmal Kasab under the same judicial system! The farce is curious.

Let us first look at Quattrocchi and then at Kasab.

Quattrocchi and the PM

Quarttrochhi is an absconder in whose context Mrs. Sonia Gandhi is looked at askance. It is for him, Sonia’s husband Rajiv Gandhi – once believed to be “Mr. Clean Prime Minister” – had come to be viewed as “Mr. Corrupt Prime Minister” and punished by the peoples of India under Bofors bribe charges.

Before Sonia’s Quattrocchi connection played the tricks, Rajiv had become Prme Minister in 1984 with 400 MPs posted by Indian voters to support him; but after the tricks were exposed, the same voters dethroned him with contempt by rejecting his party in 1989.

Even as the Indian Judicial system proceeded to determine Quattrocchi’s role in the corruption scandal and he was required to appear before the Supreme Court, the Congress leadership helped him flee India in 1993. And the Italian soon declared that he would not respond to any Indian court, as he had “no faith in India’s justice system”.

Now, in support of this arrogant and unscrupulous Italian user of corrupt practices, the Indian Prime Minister Manmohan Singh has condemned the Indian justice system in the most disparaging terms! He has said, “The Quattrocchi case is an embarrassment for the Government of India…. It is not a good reflection on the Indian legal system that we harass people while the world says we have no case”.

The words of accused Italian Quattrocchi, who is absconding from Indian Courts and the words of Dr.Man Mohan Singh, who works under leadership of Sonia Gandhi, are so strikingly similar in condemning Indian judicial system over prosecution of the charge-sheeted Bofors bribe kingpin that any proud Indian may feel ashamed of his Prime Minister, as he looks like echoing only “his master’s voice”.

Extra-Constitutional Boss of the PM

After Raiv’s death, Sonia in 1999 had resolutely supported Quattrocchi with condemning the CBI for fictitious charges leveled against an innocent man like him. “The CBI has said he is a suspect. But we have never seen the papers naming him in the deal. They should show the papers naming him in the deal”, she had said oblivious of the fact that by then three of the courts in India and one in Switzerland had already found him involved in the Bofors scandal.

Her support to Quattrochhi continues. After she became the extra-constitutional boss of the government that seemingly controls Prime Minister Dr. Singh, CBI has experienced toughest possible obstacles in proceeding against him. He is an accused against whom the Country is fighting legal battles. It is the Country that had blocked his accounts in a London Bank. But behind back of the country, the Singh government defreezed it in 2006. When he was arrested in Argentina in 2007 where upon his extradition to India was possible, Man Mohan Singh’s government asked the Indian Ambassador there not to pursue the case and the field was made congenial for him to escape. With this arranged victory, he moved the Interpol for removal of his name from the Red-Corner Notice board and Law minister H.R.Bharadwaj terming the case as “an embarrassment”, blamed the CBI for having created an unnecessary tempest on a teacup and through Attorney General Milon Banergi advised the CBI to agree to the absconder’s plea which the later has done.

But despite this, as there still stands a case against him in a Court in India that does not fit into the design of Quattrocchi, Prime Minister Singh has aggressively attacked the legal system echoing both the words of the absconder as well as the Sonia loyal Law Minister.

Is it not time to evaluate the role of Dr. Singh in embarrassing India in her fight against the foreigner who stands at the center of post-independence India’s most stupendous corruption scandal?

Kasab and the PM

Let us now look at the other issue that involves the Pakistan terrorist Kasab. He belongs to a group of Pakistani terrorists who on 26 Nov.2008 had taken over two most reputed hotels of Mumbai.

Though termed as terror attack, theirs was obviously a suicidal attack.

They knew that their number was too marginal to keep up the attack beyond a few hours. So their attack was not for victory, but certainly for something else.

What for then their attack was meant?

It was obviously for creating a condition where exchange of fire could have totally razed down the two hotels.

But why that could have been their motive?

Manmohan Singh’s yet unstudied role

The answer probably lies in the unfulfilled motive of Pakistani terror-industry to occupy real estate and hotel trade in India.

And with this motive, there comes such scenarios that the role played by Dr. Singh in his previous avatar as India’s Finance Minister comes to mind.

It was the first session of the tenth Lok Sabha.

There was a debate on Bank of Credit and Commerce International (BCCI).

Pakistan terrorism had got its free passage to India through this Bank.

Founded in 1972 by a Pakistani called Agha Hasan Abedi, it was, according to Journalist Lucy Komisar’s well documented contribution captioned “The BCCI Game: Banking on America, Banking on Jihad” a cover to funnel CIA funds for Osama Bin Laden’s Mujahadeen to help fight the Soviets in Afghanistan and was the banker for drug and arms traffickers, corrupt officials, financial fraudsters, dictators and terrorists.

Dhirubhai and the gang of India’s neo rich were arch collaborators of this Bank, which was their launching pad to sudden richness.

Discussing the nepharious and notorious role played by this Bank and reminding Dr. Singh of his earlier statement in the House wherein he had stated, “reports in 1988, from intelligence agency that BCCI has made overtures for acquisition of property and is trying to enter the hotel and real estate business in Lucknow and Bombay in partnership with Amar Rizvi”, Mr.George Fernandiz had wanted to know about what happened to Rizvi and what step were taken by the Government to stop acquisition of real estates and hotels by the Pakistani Bank of terror and drug trafficking.

Dr. Singh had reacted by saying, “But I also said that nothing was found “.

Singh’s modus operandi seems to be the same in both Quattrochhi and BCCI matter.

Despite reports of intelligence agencies exposing their criminal activities, Singh’s reaction remained the same: “nothing was found”.

Why Singh was eager to protect BCCI? Because this was the cover under which American activities against spread of communism was getting funded in India like elsewhere.

We will hereafter look at what happened then in the Lok Sabha.

I WILL NOT RECITE VANDE MATARAM: IS ANYBODY MORE PATRIOTIC THAN ME?

I cannot say that I am more patriotic than others. But I can certainly say that there is no body in our Country who is more patriotic than me.

I am Subhas Chandra Pattanayak of Tigiria. I am born to Late Nishanath Pattanayak who was one amongst the few freedom fighters my native land had given birth to. I am adopted and brought up by my elder father Late lamented Kanhu Charan Pattanayak, who, when the King of Tigiria sold away all his properties and left the native place to reside at Puri, was the only man who was spending most of his income at the cost of the comfort of his family to provide the bare minimum means to organize daily rituals of Lord Jagannath (PrasannamaNi), abandoned in his campus by the King, incognito, so devout was he. And, I am the grand son of Late Jagabandhu Rautray Pattanayak, the utterance of whose name, his contemporary people of Tigiria in my childhood days were saying, lessens the burden of sin, so noble was he.

Therefore I declare that, I will not recite Vande Mataram and I accept the challenge posed by Bharatiya Janata Party to throw away from India whosoever refuses to recite it. I am proud of my noble heritage. And, I am proud of the fact that I have been incarcerated in my youth many a times because of my love for my people with my father standing firmly with me.

My father, who had contributed his might against British Raj in his own noble way believed and I do, that, India belongs also to the Muslims against whom a Hindu fanatic Bankim Chatterjee had authored the song Vande Mataram. The entire scheme of his novel Anand Math that floated this song was mischievously designed against Muslims at the behest of the Britons, who were sure of consolidation of their position and continuation of their rule if Indian population was divided into two nations on the basis of rivalry between the two religions: the caste-based Hinduism and the casteless Islam.

It was an act of misuse of an Indian pen in accordance with the divide-and-rule policy of the British.

Those who know this cannot accept it as a national song in free India.

The people who are in the habit of cheating India are playing their nefarious game by hiding the crux of the song and by misplaying selected portions with the only specific aim at perpetuating their cheating. This cheating game is a game of dishonesty and hence it cannot be accepted as patriotic.

If anything, this particular song is composed not in favor of India, never in support if India’s freedom, but only against the Muslims who were posing a threat to Brahminism. Anand Math was an attempt at convincing the common people like Mahendra through Hindu fanatics like Bhabananda that opposing the Muslims and supporting the British was the same as worshiping their Goddess.

Why the Goddess or Goddesses? Because, to the common people, agriculture being their only avocation, Goddesses were factors of production, Gods were not. This is established by the presence of Goddess in every village. Go to any village, you may not find a God there, but you must find a Goddess as the village deity. Hence attempts were being made to adopt Goddesses by Brahminism and as Brahminism was to thrive on division of the society on caste factor, the Goddesses were being increasingly projected as power-source against enemies of Brahminism i.e. the Muslims, terming them as Neries, as the Sahajayani Bauddhas, their earlier opponents were called.

Hence, Chatterjee’s emission of venom against the Muslims in Anand Math and the Song Vande Mataram was not propelled by his love for India, but by Brahminism of which he was a part.

Had there been no propagandist of the mentality Bankim Chatterjee was having, there would never have been division of Banga and subsequent division of India separating from the mainland the areas densely populated by Muslims.

Muslims did not come from outside India to form such a massive population. It is Brahminism that compelled many Indians to become Muslims.

It is Brahminism that divided Indian society into castes and reduced this splendid soil into a nasty laboratory of apartheid.

When Indians, the victims of apartheid, came in contact with the Muslims and found that, that is a religion where caste does not count, they embraced Islam.

Take for example the case of Kashmir. There was no Muslim there. But ultimately the massive majority of Kashmir people became Muslims because of caste apartheid enforced by Brahminism.

We get a picture from Kalhan’s classic work ‘Rajtarangini’. It descries how the Brahmins conspired against Queen Dida as she was not patronizing to Brahminism and after her death, beheaded from behind Sri Tunga, the most powerful protector of the liberal policies of the Late Queen.

So ruthlessly the Brahmins known as Kashmir Pundits imposed their caste supremacy that the people exploited under caste apartheid jumped into Islam which was not vitiated by caste system. They not only became Muslims en masse, but also they became so with so much revengeful resolution that they drove away the Pundits from the soil.

The entire land mass that has now become Pakistan and Bangladesh was the dwelling place of Indians where our ancient people had established their own civilization. It is the Brahmins’ supremacist mentality that has helped Islam to spread in India.

So whosoever has embraced the Muslim religion in this Sub-Continent is an Indian who has revolted against Brahminism, against Brahminic caste apartheid.

Therefore those of the Brahmins who constitute Brahminism oppose the Muslims. In other words, only those of the Brahmins, whose class interest rests on political economy of exploitation want caste apartheid to continue and hence casteless Muslims are considered by them as their worst enemies.

Bankim Chatterjee was such a Brahmin. Therefore he had conceived Anand Math against the Muslims and coined the Vande Mataram song in order to misguide the gullible people in the name of Goddesses into the trap of Brahminism, which, besides serving his class interest, was designed to fetch British support against the class enemies of the Brahmins of his orientation.

Chatterjee was so very caste-centric that he has not hesitated to support the British rule in India as under its umbrages the rule of the casteless Muslims was to end! So, if the Britons were eager to rule over our land by dividing Indian societal solidarity through incitement of Hindu-Muslim enmity, no better a server than him they could have fetched.

Our own people have become Muslims revolting against caste apartheid perpetrated by Brahminism. They were born in India and they belong to India. People like Bankim Chatterjee have forced most of the Muslims of India to think of separation because of the sense of insecurity the agents of Brahminism had injected into them in the final phase of our peoples’ war against the British. In spite of separation and in spite of the fact that they would be a marginal minority in new India on whom the fundamentalist Hindus will never stop nagging, the Muslims who have stayed in India, stayed in India. Are the fundamentalist Hindus more patriotic than they? They have remained in India because India is their motherland. They are Muslims because their forefathers had embraced Islam by revolting against caste apartheid practiced by the fundamentalist Hindus, the agents of Brahminism, who were exploiting Indian working class under the guise of religion. So Indian Muslims are patriotic Indians, more patriotic than the fundamentalist Hindus.

To impose a song as the national song for freedom, when in fact it was composed to say that freedom means freedom not from the British but from the Muslims, is an insult to our freedom. It is sad that it is being imposed as the national song by the nation’s education minister Arjun Singh. Why is he doing this? There is a reason. To arrive at it we ought to know what exactly he is.

Arjun Singh is a self-centric shortsighted political hoodlum of low caliber.

When Chief Minister of M.P. he had sided with Union Carbide that deliberately caused the Bhopal Gas catastrophe. The larking danger being exposed by the media and a Communist MLA having harped on this in the M.P. Assembly, Arjun Singh had rejected the warning and had stood firmly with the American firm. When the catastrophe happened and the local police suspecting that it was an act of testing of gas as a weapon for future use in warfare, arrested the chief executive of this operation Anderson, it is Arjun Singh who had not only set him free but also had provided him with the State airplane to escape. On arrival at his headqrs Anderson had informed the directors of his company that there is no reason to be panicked as his agents are holding positions in India that matter. So Arjun Singh is an old and time-tested pal of American imperialism.

A question may arise as to how American Imperialism is linked with imposition of Vande Mataram? The answer rests on another action that Arjun Singh has taken in recent past. That is reservation of seats in high caliber institutes of technical education. We have witnessed how menacingly the advantaged section of the society reacted against this. Indian society got polarized again on caste conflict. This reminds us of the bloody caste antagonism whipped up by V.P.Singh when as the Prime Minister he had brought into force the recommendations of Mandal Commission. Why Arjun Singh did it can be best understood by knowing why V.P. Singh had done that.

V.P.Singh had made Rajiv quit under a cloud of suspected kickback in Bofors gun deal. He had cultivated credibility for himself by allying with the Communists. The Indian middle class opportunists who were traditionally in the Congress because of their inherent aversion to the Left found it difficult to maintain that Congress was not in a mess. But they refused to support V.P.Singh, as to them he was a betrayer besides being an ally of the Communists whom they abhor. So they jumped into the camp of Bharatiya Janata Party.

This development helped the party of Indian trading community to rise from two to 88 seats in the Loksabha when both the Communist Parties were kept limited with half the strength of BJP and frustrated the USA-led imperialism that had the eyes on the vast market and massive resources of India. Rise of BJP, the party of Indian traders, was not congenial to the American interest. So it was imperative for them to clip the wings of BJP.

Besides being the party of the traders, BJP was also the party of people who had been engineering Hindu nationalism to grab power. But Hindus do not belong to one nation. They are amalgamation of various caste-nations. So a caste conflict can disintegrate the Hindu society and can curb spread of BJP. Convinced of this, V.P.Singh was prompted by his behind- the- curtain promoters to enforce, all on a sudden, the dust gathering report of Mandal and as expected, it precipitated unprecedented fissures in the Hindu society. Otherwise BJP would have bagged record braking majority in the following elections. That it could not grab power by its own strength and had to depend on coalition was because of the division of Hindu society over the Mandal mischief.

As is well known, Man Mohan Singh does not give a good government. Various popularity surveys have shown him in poor rank. If he does not improve, (and he being a stooge of imperialism is not likely to improve), the American watchdogs apprehend that BJP will benefit. Such an eventuality may derail the American plan that slowly but steadily is engulfing India; POSCO in Orissa being an example. Therefore the American agents want that the support base of BJP, i.e. the Hindu society be divided again on caste ground. And hence, Arjun Singh, their UCL tested ally, was used to precipitate a caste conflict through the seat reservation imbroglio. The present scheme of reservation being beneficial to OBC that include Ksyatriyas and Vaisyas, the proponents of Brahminism have been disadvantaged. Arjun Singh has played the Vande Mataram card to assuage their wounded feeling.

The song appeals in favor of imperialism. If it was then favoring British imperialism, its promulgation as India’s national song from today breaths of support for American imperialism when all over the world the US of America is considered as the most active opponent of the Muslims, against whom this song Vande Mataram was primarily composed.

Long live economic imperialism, die humanity. Long live religious fanaticism, die social solidarity. Those who accept these slogans may sing this song. But I do not support economic imperialism and religious fanaticism. I love my Motherland and love my people. I cherish the dreams of my father and his contemporary patriots to make India a Sovereign, Socialist,Secular, Democratic Republic and therefore I refuse to accept Vande Mataram as my national song notwithstanding what the agents of imperialism may say.

A NEW TAMMANY NOW TARGETS KBK

DEMOCRACY NEEDS THIS NUISANCE BE DEFEATED

A new tammany now targets KBK even as whole of Orissa is taken for a ride. It stares at us from the Ramparts of our Democracy. Take note.

The eighth session of Orissa Legislative Assembly began on July 31 and ended on August 12 generating an alarming impression that it has been degraded from a Rampart of Democracy to a bailiwick of Biju traders who thrive on his posthumous value by contriving ever newer advertisements to push him into the voters’ psyche.

This session witnessed two such advertisements. First: blocking businesses of the House by the treasury bench in the guise of protest against destruction of a statue of Biju Patnaik in a rural public place and Second: announcement of a state plan for KBK districts in the name of Biju Patnaik to be styled as “Biju KBK Plan” in the guise of protest against the Center’s decision to change its strategy in respect to this region.

I have discussed the motive behind the first one and have shown how he was being rejected by the people of Orissa time and again all through his life for his mafia manners, corrupt practices and treachery against the Country. In those discussions I had expressed apprehensions that the mischief of Biju statue was a neo-Nazi method to cow down opponents by cultivating him posthumously to a cult figure, so that the present pack of power-grabbers including and under his son Naveen Patnaik can go on bagging terrified votes to keep Orissa under their pernicious grip. The second one has confirmed this mischief.

When the Assembly was winding down its last session on August 11, Naveen announced in the House that the Central Government has refused to renew the Revised Long Term Action Plan (RLTAP) for KBK and asserted in the same breath that instead of going to the Center with a begging bowl, he will launch a new plan for KBK as “Biju KBK Plan” and allot Rs. 600 crores for its implementation. He declared that his father Biju Patnaik had created the KBK Plan which the central Government has now stopped. Therefore the State Plan for KBK will be named as Biju KBK Plan. The announcement was so sudden and shocking that the Opposition was at a loss to understand its mischief.

The next day, i.e. the concluding day of the Session, the Opposition, particularly the Congress, alleged that the Chief Minister has misled the Assembly by not placing the real fact before the House. But no sooner than that the House was dragged into controversies raised on individual members in such a fashion that this vital issue got sidetracked.

Therefore the question that still hunts is: Is the Chief Minister correct in claiming that his father had created the KBK Plan? Is it proper to name the KBK Plan as Biju KBK Plan? As annals reveal, Naveen Patnaik has tried to mislead our people.

When his father Biju was perishing under continuous rejection by the people of Orissa, and J.B.Patnaik was the Chief Minister, it was determined that the two most backward districts of the State, Koraput and Kalahandi suffer so acutely because of two basic factors: one, hill area backwardness and two, backwardness due to severe natural calamities like draughts and floods that ravage the area in quick succession.

Hence J.B.Patnaik took up the matter with the Center in 1986 vide Official Press Note dt. 11.11.1986.

Consequent upon this a Special Sub-Plan called Area Development Approach for Poverty Termination (ADAPT) to ensure poverty amelioration by provision of round the year employment to the rural poor and readjustment of cropping pattern keeping in mind the natural calamities was formulated and implemented in 1988. It covered fifteen Blocks in these two districts, 8 in Kalahandi and 7 in Koraput.

It was experienced that such target oriented special programs can bring out a change. Therefore, basing on this experience, attempts were made to expand the targeted area with higher quantum of funds.

Prime Minister Rajiv Gandhi facilitated this by asking the Planning Commission to draw up a Special Plan for the area adding the adjoining as well as tribal dominated district of Bolangir to the two Districts already under ADAPT. He underlined that Orissa being inadequate in funds, the entire Special Plan must be cent percent centrally supported.
Thus came the KBK Special Plan.

Biju had no role in it at all. On the contrary, Biju was the man who was responsible for its staggering.

In fact, had there been no Congress Government in the Center, the KBK Plan would have been killed by Biju.

His priority was privatization of Public Sector, not poverty amelioration. So after Rajiv Gandhi resigned and V.P.Singh took over the Prime Minister Chair on 2 Dec.1989, the program got lost.

Allying with VP, Biju usurped Orissa on 5 March 1990. But during the entire tenure of VP, the KBK Plan remained abandoned. Chandrasekhar succeeded VP on 10 Nov. 1990 and resigned on 21 June 1991. Biju was continuing as Orissa CM. But KBK never came to his priority list.

When the whole Country was eager to hand over its reign to Rajiv again, he was assassinated by the stooges of privatization and P.V.Narasimha Rao, under whom Man Mohan Singh enjoyed immunity in destroying our Constitution’s commitment to socialism, became Prime Minister of India on 21 June 1991.

But the Country was so emotionally one with Rajiv Gandhi that it was impossible for Narasimha Rao to jettison any of his pet projects. Therefore, Rajiv’s order for formulation of a Long Term Action Plan (LTAP) for KBK Districts got official expression in 1993.

Due to want of appropriate cooperation from Orissa under Biju, it could not proceed.

When J.B.Patnaik took over the reign of Orissa from Biju Patnaik again on 15 March 1995, the LTAP for KBK got a seven-year-shape from 1995-96 to 2001-02 with an envisaged outlay of Rs.4557.03 crores. But Man Mohan Singh as Rao’s Finance Minister had unleashed a new phase of assault on our economic priorities and the County was subjected to scams of Harshad Mehta caliber and to market-economy of WTO genre. There were no funds for welfare-economic programs like KBK LTAP. So the LTAP failed to take off.

J.B.Patnaik fought against this odd and went on harping over the urgency of implementation of the KBK LTAP before the successive Central Governments. And, ultimately he succeeded. On advice of the Central Government, Orissa under his stewardship, submitted a Revised Long Term Action Plan (RLTAP) to the Central Government in 1998 and got it approved with an outlay of Rs.6251.06 Crores envisaged for a period of nine years from 1998-99 to 2006-07.

So, if any leader of Orissa can be given credit for creation of KBK Plan (be it Sub-Plan, Special Plan, LTAP or RLTAP) he is J.B.Patnaik, the present Leader of Opposition.

Biju Patnaik had neither conceived the program nor had any contribution to its formulation and implementation. So it would be an insult to our people if a KBK Plan to be funded from our public exchequer is named after Biju.

Naveen has tried to mislead our people through a mischievous propaganda that that the Central Government has refused to renew the KBK Plan. He has suppressed the reason thereof. J.B.Patnaik had relinquished office on 17 Feb. 1999 after framing the KBK RLTAP in 1998 and obtaining Central Government approval thereon. The State plunged into the chaos caused by the super cyclone, 1999 and went into Naveen’s hand on 5 Dec.2000. So implementation of the RLTAP was left at his disposal. It was a part of the program to put a very senior officer in charge of it as Chief Administrator with Headqrs at Koraput. But Naveen Patnaik never did it. The Chief Administrator of KBK remained at Bhubaneswar under the very nose of Naveen and maximum portion of the KBK fund was looted through remote control. When a Central Government suggested that the Chief Administrator should shift to Koraput, pet politicians as well as puppet journalists were pressed into action to impress upon the people that shifting of the office of the Chief Administator to Koraput will not make any difference.

Thus, unable to check corruption in KBK, the scheme being under administrative control of the provincial government, it looked prudent for the Central Government to salvage the RLTAP from the grip of Orissa Administration in best interest of the people for whose benefit the Plan was in operation.

The Cabinet Committee on Economic Affairs decided to put all the Districts covered by KBK Plan in Backward Regions Grant Fund so that the Central Government can monitor the matters directly. The amount of the funds will not be reduced.

It is not a fact that the Chief Minister does not know it. But he is shrewd enough to divert public attention from his own failing by misuse of his position to impress upon the people that the scheme has been jettisoned by the Center. This is a wrong and crude mischief played against the federal system. This is an attempt to antagonize a section of Orissa against the Union.

Moreover, it is a method contrived to add posthumous value to Biju’s name and to make people in eight of the districts of Orissa believe that he was the man who was behind the Plan for KBK development. No better advertisement of Biju would be possible than brandishing his name in the context of KBK Plan.

We have witnessed how Naveen has dragged down the Assembly to the level of a bailiwick of his Biju traders.

But our Democracy needs that this nuisance be defeated.
