The report is old, but certainly most relevant

Subhas Chandra Pattanayak

Alok Jena, on whose petition the Supreme Court of India has promulgated the current CBI investigation into chit fund felony, has surprised us with his stout suspicion that the Special Director of CBI Anil Kumar Sinha, who is in charge of the investigation, has been trying to derail the inquiry. His press note reveals that Sinha is eager to become the CBI Director and that’s why he wants the ongoing chit fund inquiry go haywire.

Why should Sinha derail the Orissa enquiry if he is interested in acquiring the CBI top post? How can Orissa politicians/IAS and IPS officers of Orissa who figure in course of the current investigation, even Chief Minister Naveen Patnaik to whom needle of suspicion is pointing in increasing speed, influence the central government for elevation of Sinha, if the investigation really gets derailed?

As we were searching for a credible answer, we get a clue. If the inquiry is not derailed, the black face of some of the close associates of Prime Minister Narendra Modi may be unveiled. So, ultimately BJP is to be pleased, if the Orissa Inquiry is derailed by Sinha.

In these pages our stress has been repeatedly laid on the necessity of investigation into involvement of Justice Laxmikant Mohapatra in obliging chit fund cheat Pradip Sethy, which the CBI has not yet done. It has booked former Advocate General Asok Mohanty in matter of a residential plot, whereas the offense centering that particular plot begins with Justice Mohapatra. If the CBI reaches Mohapatra, it may also reach the crux of illegalities resorted to in allocation of plots from discretionary quota to dozens of Judges and powerful functionaries by sheer misuse of position mostly by two persons who were and are top leaders of BJP in Orissa, one, even now heading it. It may come to light, how Modi’s cabinet colleague from Orissa Jewel Oram has benefited from the same sort of illegalities too.

A friend has preferred a video to me in matter of a different posting. Even as I have already used the same, I deem it proper to use it here, because it provides a clue to why the BJP government in the center may be pleased with Sinha if, as suspected by Jena, the ongoing CBI enquiry in Orissa is derailed. The video shows how BJP leaders, when holding cabinet berths as Urban Development Ministers, have misused discretionary quota. We suspect, they have granted this favor to certain judges to buy protection in cases they were involved; and to some others under backhanders, which can only be defined by a faithful CBI, if its enquiry is not derailed.

The report is old; but is certainly most relevant.

KIIT boss in land-grabbing spree: Investigation needed into conduct of C.S.Pur Police, the daily Samaja, Bishwabhusan Harichandan and Murali Manohar Joshi

Subhas Chandra Pattanayak

Interpol Vice-President and former Director of CBI Sri Uma Shankar Mishra, confronted by TV channel Focus Odisha with breaking observations of ORISSA MATTERS on his link with the daily Suryaprava founded by Chit Fund beneficiary Bikash Swain, has, perhaps inadvertently, divulged how the KIIT boss Achyut Samant was also a factor behind his joining that paper. Samant has termed it unfortunate as Mishra was, according to him, not expected to name him when he had not even any remote relationship with Swain and/or Suryaprava. A small paper under his shadow ownership has carried his statement. But, in-depth investigation by experienced sleuths is needed to find out the hidden truth behind Mishra’s link with Suryaprava even in its pre-natal stage and whether or not Samant tells the truth in this context.

However, when preferential land allocation, encroachment regularization and naked encroachment by natural persons, legal persons and ghosts in and around the capital city of Bhubaneswar has become so menacingly monstrous under chief minister Naveen Patnaik that scores of acres of land are shown untraceable in official records, it is time to make Samant answerable to the society in issues relating to such offenses.

Samant is an old offender in land-grabbing and cheating. But he is yet to be punished, because, some dishonest media persons have fortified him with protective layers that they have created around him and because of his clout with Chief Minister Naveen Patnaik that he solidified by patronizing the farce of Kalinga prize in KIIT campus.

Either real or ghost doctoral degrees from manipulated or manufactured-in-paper universities have dazzled the crime-detectors of Orissa Government to such blinding effect that government cases against him have not been pursued by the government officials/prosecutors in right earnest.

Willingness of certain journalists and media houses to prostitute themselves for fellows like Samant has helped him build up the empire of land-looting and cheating without any care for the law. Around nine years ago, in second part of April 2005, I had exposed his misdeeds in the context of prostitution of the newspaper ‘Samaja’ under editorship of Ms. Manorama Mohapatra, in my column ‘Dura Adura’. It is published in my book of the same name spanning from page 82 to 86. Oriya knowing and Oriya speaking visitors to this site may peruse the same at the bottom of this posting.

In the concerned episode, Samant had attracted my attention through a headline that had castigated the people of Orissa as a mass suffering inferiority complex, because the people of Orissa were critical of the conduct of Samant. Shocked to the core over the filthy attack on people of Orissa by the Samaja of Gopabandhu Das at the behest of a Kera Bengali, I decided to look into the matter. And, I found, Samant had built up his castle with the help of the police under control of Chief Minister Naveen Patnaik, his ministerial colleague Bishwabhusan Harichandan and union minister Murali Manohar Joshi of BJP, over and above prostituting media houses like the Samaja.

In market design of rabid rightists education being a commercial commodity, techno-education traders had acquired eligibility for industrial plots under IDCO dispensation of which Samant had taken advantage.

It transpired from industry minister Bishwabhusan Harichandan’s reply to a question from Lalatendu Bidyadhar Mohapatra in the Assembly on March 9 that Samant’s institute had already bagged 31.149 acres of land from IDCO in the name of hostel for engineering students, 700-bedded hospital, school and other professional institutes which was not utilized as per terms and conditions; and yet he had encroached a vast area of 9.733 acres behind back of the authorities. Against this encroachment, government had filed one FIR in Chandra Sekhar Pur Police Station, Bhubaneswar. By the date of my report no other action had been taken. Why the Chandra Sekhar Pur police station did not act upon the Government FIR and what role Bishwabhusan had played in inaction of police on the FIR is yet a fit case for investigation by the CBI.

The same Bishwabhusan had told the Assembly on March 2 in reply to MLA Ananta Prasad Sethi that, Samant’s organisation had taken huge sums of money phase after phase in the name of S.C. and S.T. students and had misused the same funds. The fraud having come to records on spot inspection by the departmental director, the central government was moved not to supply further funds to the organization and to take steps for recovery of the huge funds already given. But, with Naveen Patnaik as Chief Minister, the official steps were stymied, never to start again.

According to a confidential communication preferred by the Director of Technical Education to the Secretary of Panchayatiraj department on 11.9.2001, Samant’s KIIT had swindled scores of lakhs of rupees taken from the Trisem funds in between March 1994 and December 1995 and resorted to forgery and cheating to cover up the offense.

Yet, with Murali Manohar Joshi of BJP as union minister for Human resources Development, KIIT was accorded with University status in blatant disregard to the most eligible and competent claim of the Ravenshaw College of Cuttack, since which day, the land-grabber has not looked behind.

Like the Samaja of March 31, 2005, many newspapers of Orissa are yet prostituting for Samant in mad rush for money.

But to go to the root of his offenses for salvaging Orissa from mafia raj in education as well as for bringing in end to loot of land and public exchequer, investigation is needed into conduct of C.S.Pur Police, the daily Samaja, Bishwabhusan Harichandan and Murali Manohar Joshi in matter of the abandoned actions against Achyut Samant and/or KIIT.

My article mentioned supra that had exposed the foul play is reproduced below for perusal by whosoever wants to reach the root. Study it and make up your mind to force an investigation into the malpractices unveiled therein, so that motherland Orissa may be saved from the climate of embezzlement and land loot.Edu mafia 1Edu mafia 2Edu mafia 3Edu mafia 4Edu mafia 5

Chief Minister Injures Ligament on Right Leg: Is Exposed Land Scam Too Worrisome to Keep Him Stable?

Subhas Chandra Pattanayak

Chief Minister Naveen Patnaik is not coming to his chamber in the State Secretariat since 17 November and Officers have been taking urgent files to his residence, because he has severely injured his right leg ligament by falling down while taking a regular walking exercise in the campus of his residence.

To have such an injury by falling down while walking where one is not well acquainted with the place, is not unusual. But a physically and mentally fit person’s fall in his own residence campus where he performs the walking exercise habitually everyday and knows every bit of the stretch and its surroundings, to the effect of developing a severe injury, cannot but be unusual.

Had he remained attentive, he could not have fallen. Then was he inattentive? The question is clamant, because he is an autocrat in a pattern of administration that people believe to be democracy.

There are many instances of men in high positions missing steps or making wrong movements due to inattentiveness to the extent of exposing themselves to danger.

Oleg Penkovsky was caught, because he was seen inattentive in a coffee bar. Viktor Suvorov (Vladimir Bgdanovich Rezun) describes Penkovsky as a man, whom “historians will remember with gratitude”, as, because of “his priceless information the Cuban crisis was not transformed into a last world war”. He was zeroed in by the British Intelligence when his coffee cup was noticed missing his mouth prompting the watching sleuth read in that a reflection of inattentiveness, which eventually materialized in exposure of the secrets he was to vomit, leading to change of circumstances then provocative enough to drag the world into the third (or the last, as Suvorov preferred to say) war of destruction.

So, there is reason to apprehend that Mr. Patnaik was under a condition of stress even in the morning and thereby was precariously inattentive during his morning walk when he fell down.

Though the real reason of such inattentiveness must be known only to himself, it is feared that he was under heavy stress due to exposure of land scam that was at the pertinent time hitting headlines, throwing him into severe predicament with possibility of unveiling of how he has obliged private land-grabbers, high court judges, political colleagues, IAS and IPS officers but for whose active and tacit support, the offenses committed against the people of Orissa could not have been executed.

Amongst beneficiaries of discretionary allotment of plots and houses in Naveen’s regime are former Chief Justice G B. Patnaik, Supreme Court Judge Deba Priya Mohapatra, former Orissa High Court Judge Radhakrishna Patra and others like Justice Sanju Panda, Justice Madan Mohan Das.

Beneficiaries amongst IAS officers include Chief Secretary Bijay Kumar Patnaik (two places) and others like Rabinarayan Senapati, Priyabrata Patnaik, Pradipt Kumar Jena, Alaka Panda, Aruna Kumar Panda, P.K.Mohanty, Bishal Dev, Arunodaya Swain, Nikunja Behari Dhal, Asok Kumar Tripathy, Rajkumar Sharma, Kishore Chandra Barik, Ratindranath Padhi,Sanjay kumar Singh (two places), Madhusudan Padhi, Pradipta Kumar Mohapatra, Prasant Kumar Nayak, Bhaskar Jyaoti Sharma, Anil Kumar Samal, Bipin Bihari Mohapatra, Bikash Chandra Mohapatra, Bishnupada Sethi, Laxminarayan Nayak, Chandrasekhar Kumar, Priyaranjan Shaha, Niranjan Sanyal, Rabiranjan Mallik, Vinod Kumar, S.N.Tripathy, Suresh Chandra Mohapatra, K.C.badu, T.Ramachandra, S.B.Agnihotri, Santos Kumar Sarangi, Santosh Kumar Mishra, Satyabrata Sahu and Sanjib Kumar Mishra.

Amongst the IPS officers, beneficiaries are the Police Chief Manmohan Praharaj, and Anup Patnaik (two places), Bijay Kumar Sharma (two places), Satyajit Mohanty (two places), M.Aksaya, Sudhansu Sarangi, Prakash Mishra, Suresh Palsania, Arun Bothra, K.B.Singh, Lalit Das, Sushant Das and Panabindu Acharya (two places in wife’s name) etc.

No political leadership in the past has obliged salary drawers like these fellows with plots of residential/commercial lands in blatant violation of guiding norms, as has happened in the government of Naveen Patnaik. Obviously these fellows are obliged as tentacles of maladministration.

On chance ride on political horse, Naveen has driven away the priority of administration from agriculture – the State’s well settled source of self-employment of maximum of her inhabitants for thousands of years – to mega industries of foreign and non-Oriya root of whom the majority has looted Orissa’s natural resources, specifically valuable mines, before even commencement of factories.

He has sabotaged higher education by keeping majority of faculty posts vacant in general and technological colleges and universities in the public sector and encouraged through sheer nonchalance the private techno-institutes to fill up their larger-than-justifiable-numbers of seats with students below mediocre standards with de facto offer of post-dated degrees that parents/families with black purses easily afford as well as Banks swollen with investors’ surplus money, lend.

He has sabotaged the health sector by not educating the public about exploitation by private hospitals while all the hospitals in periphery and medical colleges in public sector are left to suffer draught of doctors, faculties and operators of medical equipments even as their indoor patients jammed in dirty and uncleaned wards get easily trapped by ever haunting agents of private hospitals to shift thereto even if that requires sale of whatever properties they possess to defray their exploitive unbridled charges, in hopes of survival against hope, in absence of any care from the State.

So, in most essential sectors – food, employment, education and health – people of Orissa have suffered a set back in the regime of Naveen Patnaik. Yet he is in power, because corrupt and shrewd fellows in IAS and IPS, who control administration, have been collaborating with him and his gang in politics; even as elements of black-sheep in judiciary have contributed to creation of a feeling that it is not easy to establish a guilty as guilty, as a result of which bureaucratic collaborators of Naveen have acted sans qualms so long.

But with exposure of how judges and IAS as well as IPS officers have been obliged by distribution of lands with lucrative monumentality, Naveen has perhaps gone into a jitteriness that he is just not able to overcome at the moment. This is perhaps the reason of his inattentiveness, which, a legally authorized investigation by a team of experienced investigative journalists and criminologists combine can unveil.

In the past, the then chief minister R.N.Singhdeo had, notwithstanding being in power, subjected himself to a Commission of Inquiry when question was raised over his integrity. Will Naveen follow the precedence? He should; because it looks as if the exposed land scam is too worrisome for him to keep himself stable.

He is so unstable and vulnerable to blackmailing by some of his senior colleagues that he doesn’t dare to drop them from his cabinet despite their admitted acquisition of additional government plots was evidently facilitated by false affidavits.

Orissa (changed to Odisha under a misconceived Act) needs end of this nastiness.
