BIJU VIRUS YET AGAIN INJECTED INTO MAJOR OFFICIAL PROJECT

It is good that Orissa Chief Minister Naveen Patnaik has launched on Thursday a 656 km Expressway, which, he claims, would help economic development in Western Orissa including the KBK districts. But it is bad that he has injected the Biju virus yet again into such a major official project by naming it as ‘Biju Expressway’, though neither he nor any of the family members of Biju Patnaik is to bear the cost thereof.

The entire cost of its construction presently estimated Rs. 3,200 crores is to be shouldered by the public exchequer.

It would be fulfillment of promises made in his party’s election manifesto, the CM has said. But nowhere in BJD manifesto, there was any mention of ‘Biju Expressway’. The expressway is named after Biju, because the CM knows that he is winning elections only by confusing the people with official projects named after Biju when the party – Biju Janata Dal – under the banner of which he is occupying office is also named after Biju.

The gullible people, who are uninformed, less-informed and/or misinformed, but constitute the majority, mistake the welfare programs as programs of Biju Patnaik and/or his son Naveen. Massive propaganda of a highly mischievous contrivance like ‘dreams of Biju’ is overwhelming the gullible voters into this mistake. This is the only reason behind his success in elections, despite his anti-people aptitude and habit of ignoring the interests of the toiling masses.

The Biju virus, like liquor boosts up assertiveness in hooligans, has increased bragging vainglory in the ruling Biju Janata Dal so wildly that, when recent exposure in discretionary quota scandal, mines loot and chit fund felonies pushed many of its top leaders to their naked nastiness, they had the audacity to assert that whatsoever be the exposure, they won’t be affected, because the people have love for Biju’s son as they are benefiting from Biju KBK Jojana, Biju Gramya Bidyut Jojana, Biju Gram Jyoti Programme, Biju Saharanchal Bidyutikaran Yojana, Biju Krusak Kalyan Jojana, Biju Yuba Sashaktikarana Jojana, etcetera.

Naveen has not condemned this audacity of his corrupt colleagues, because he knows that through their swaggering only, he is thriving and can continue in power.

He treats the State as his father’s fee simple that he has inherited and takes the people as a foolish lot whom it is easy to cheat by naming the official projects by Biju. So, instead of giving good governance, he is busy in multiplying Biju-named projects with the funds of the State. This is yet again proved, as the Works Department has been forced to spend around a crore of rupees in full page advertisement in the name of ‘Biju Expressway’ in obliging media. Besides injecting Biju virus into pneuma of the people of KBK region and Western Orissa, it aims at procuring media silence on this political misuse of official resources and official projects/programs.

The Press in prostitution

The Press in Orissa is so shamelessly in prostitution, that, despite knowing how official projects named after Biju are misguiding the voters into the political trap of BJD, destroying thereby the very purpose of democracy, they have been eagerly accommodating the misuse of official funds in advertisements that link Biju to welfare of the people, whom, when alive, in fact, the people of Orissa had thrown into the political dustbin to avenge the treachery he had played against them.

These postings were addressed to the Election Commission. Had the EC acted prudently after these postings and denied operation of projects named after Biju, it would never have been possible for Naveen Patnaik to return to power with the strength he has come.

If the name of Biju is dropped from the officially run welfare projects, and/or the ruling party is divested of the name of Biju, the scenario would be different.

Official programs named after Biju stamp his name so deeply in the minds of the gullible people that they link those programs to Biju and to the party named after him; and go to the polling booths overwhelmed by the name of Biju, which helps Biju Janata Dal in gaining their votes.

If the official programs are freed from the Biju tag, the scenario should so drastically change that the so-called popularity of Naveen that his sycophants day and night boast of, would find its place not in the vote boxes, but in the trash box of Time, never to get revived.

He knows it.

Therefore, yet again, he has named the major expressway of Western Orissa in the name of his father Biju, as if there is no other name that counts in Orissa.

The name needs be changed

Naming the hundred per cent exchequer-funded Expressway after Biju Patnaik is an affront to the mana of Western Orissa that had tremendously contributed to formation of Orissa as well as freedom of India in hope for democracy.

There is no difficulty or problem in naming it as ‘Chandili-Rourkela Expressway’ with due honor to the stretch of the land to be served by it.

Or, if a human name is so essential – which is not at all – a name from amongst the freedom fighters of the area, whose selfless sacrifices have given us independence, may be given to the project.

It may be named ‘Lakshman Naik Expressway’ after the famous martyr, who was hanged to death by the British in the Berhampur jail on 29 March 1943 for his active participation in freedom movement. It may also be named ‘Veer Surendra Sai Expressway‘ whose supreme sacrifice in fight against the British has remained a permanent source of inspiration for people in the whole landmass in the western part of Orissa.

Go to any district to be served by this Expressway, you will find many illustrious children of the soil.

One of the earliest martyrs to have raised the sword against the British was Khara Malaya of Ghasaba of Malkangiri, whose brave wife Khara Parvati had also enriched the martyrdom after fighting against the British.

Parvati had led a very unique battle against the British from 1900 to 1915, after her husband was killed by the foreigners. She had often overwhelmed the British by her Guerilla warfare.

Name the expressway by this unique heroin Parvati or by the name of her martyr husband Malaya and make it ‘Khara Malaya Expressway‘ or ‘Khara Parvati Expressway‘, if a human name carrying the mana of the concerned area is required.

Yet, much ahead of these freedom fighters, a Bonda woman, regarded as Bonda Mahadei, had raised an army of Bonda people to gain back independence. Bonda people worship her as their Goddess. Christen the Expressway as ‘Bonda Mahadei Expressway‘ if you want to prefix a human name to the project.

Bolangir born Bharat Chandra Nayak, who had adopted Sambalpur as his home, was subjected to unfathomable sufferings by the conservatives as he insisted on women emancipation through modern education. He is the yet unrecognized father of women education in Orissa, specifically Western Orissa. Name the Expressway after him by christening it ‘Bharat Nayak Expressway‘ if you need a name.

Orissa’s delivery of Buddhism apart, if applied Buddhism got the boost and scriptures from any, she was a woman namely  Laxminkara, who ruled over Sonepur. She founded Sahajayan, when her brother, philosophic leader of Sambalaka (Sambalpur) Indrabhuti had given birth to Vajrayan and to the Jagannatha cult that has given Orissa world recognition. Take any of them – Indrabhuti or Laxminkara – to name the Expressway if you honor intellectual and cultural heritage of Orissa.

Make it ‘Gangadhar Meher Expressway‘ or ‘Sir Basudev Sudhala Dev Expressway‘ if there is an unavoidable need of a human name to be prefixed to the project

The entire landmass spanning from Chandili to Rourkela, as the Expressway proposes to serve, is full of illustrious personalities. If a human name is required, name the Expressway after any one of them.

Why the name of Biju who betrayed India in China aggression and corrupted administration through self-aggrandizing corruption?

When alive, Biju was rejected

Biju was a man who had betrayed the state for his personal benefits, for which, time and again, the people of Orissa had been ejecting him out of power and, in fact, when he had died, he was in the political trash, as the disgusted people of Orissa, betrayed by him to the core, had refused him a fresh mandate.

This writer, in his column ‘Singhavalokana’ in Orissa’s acclaimed daily ‘Sambad’, had exposed his offenses, even when he was alive and in power. Those well-researched articles are published in two Oriya books – ‘Singhavalokanare Biju’ and ‘Singhavalokana’ – both published by Bharata Bharati, Cuttack. After his demise, as his posthumous political use necessitated journalistic juxtaposing of reality with cooked up legends, this writer had deemed it a duty to recall him again, in respecting the right of the people to be informed, in these pages. Some relevant ones from those postings are published in his book ‘Animadversion’, published by Santosh Publications, Cuttack, for anybody to go through and counter if the documentary evidences used therein are not found correct. So far there is no counter.

Conspiracy to make Biju a cult figure

If one rightly remembers how Naveen came to power, as also founders of BJD recall, the people of Orissa being, by nature, magnanimous, had instantly forgiven Biju, the moment he died a pathetic death, as by then such a situation had developed where the people had already inferred that for all his misdeeds, he had been sufficiently punished, being pushed into an abandoned condition in the last phase of life, which could have ended earlier if Dillip Ray, who was not his family member, not taken him to his personal care out of pity.

Despite public dislike exhibited in refusal of a fresh mandate to him, the then Chief Minister J.B.Patnaik in his superlative condolences created a sympathy wave that his protégés later used to create a political party after his name with his son Naveen as its President.

And, thus, eventually, when Naveen occupied the CM chair riding the sympathy wave, and the state administration run rudderless because of his lack of experience, creating a feeling amongst the general public that it was a wrong to have rejected the JB led Congress, astute bureaucrat-turned politician in BJD Mr. Pyari Mohan Mohapatra advised him to jettison some of his cabinet colleagues from whom there was a treat to his leadership, on grounds of corruption, so that the people should have an occasion to compare between him and JB in the matter of patronage to corrupt colleagues, consequent upon which Naveen would appear more acceptable, to the total detriment of JB’s dreams to recapture power.

This of course saved Naveen at that critical juncture. But the rest of the leaders in BJD knew that Naveen’s habitual nonchalance would ultimately harm their party.

So, they shifted their emphasis from Naveen to Biju before the sympathy wave over his demise was totally waned.

They started a new experimentation.

Attempts to build up Biju image

They used a secret agent to behead a statue of Biju Patnaik in a village and immediately thereafter, on August 1, 2006, they stonewalled the Assembly proceedings in protest against the so-called desecration of the statue of Biju, which continued for two days with similar protests enacted in the Parliament as well as streets of Orissa. This they used to elevate the rejected Biju Patnaik to a cult figure.

As the pampered and tamed media kept quiet, I had to inform my readers on this intricate issue on 9.8.2006 under the caption:

Thereafter they have adopted the technique of naming state funded welfare programs after Biju Patnaik starting with Biju KBK Yojana.

The virus has penetrated into all official welfare programs and government offices as well as places of public interest. It would be gainful to peruse the above article along with the two articles mentioned supra for proper diagnosis of the disease that has afflicted Orissa through this virus.

The disease is too serious to be ignored, if we love our motherland and democracy that our martyrs in the struggle for freedom had suffered for.

BJP engaged in wiping out the evidences of illegal land grabbing

A tiny facet of misrule and loot of the State going on in Naveen Patnaik’s administration has just been spotted at Gangapatna in the outskirt of mainstream Bhubaneswar, where around a hundred acres of forestland reduced by timber mafia to minor forest, has been grabbed by close collaborators of the Chief Minister, one of whom suspected is his blue-eyed boy Kalpataru Das, sent by him to Rajya Sabha oblivious of many worthy aspirants. Das has a nasty trail of dishonesty and is considered a black sheep by many of his colleagues in the ruling BJD.
Chief Minister’s blue-eyed boy and his collaborators in administration are so deeply linked to this design to grab the hundred acres that the land not only has a surrounding wall erected in contravention of Forrest Laws to give it a glow of exclusivity, but also a road has been built in the offenders’ service.

The Chief Minister’s total silence in the matter, when the whole of the State is in fire over this glimpse of offence, has made the situation more serious than corruption that the Naveen brand of administration stand synonym to.

But the conduct of BJP in this matter makes it more complicated. As the pictures below would show, BJP musclemen have all on a sudden become extremely active to remove the speaking evidences of the crime in a clever manner. They have razed down the compound wall illegally erected around the grabbed patch of land and also have started wiping out the illegally built road thereto.

Why the BJP has tried to wipe out the evidences of illegal constructions of compound wall and approach road concerning the 100 acres in question, is a question its state president K.V.Singhdeo may answer in interest of probity, if he or his party has the slightest regard for probity in public life.

Naxals in Judicial Wisdom

“The poor and the deprived people revolt” when “manifest injustices of all forms perpetrated against the weak”, the Supreme Court of India had observed in what is famous as “Salwa Judam” judgment. It had held, “People do not take up arms, in an organized fashion, against the might of the State, or against fellow human beings without rhyme or reason. Guided by an instinct for survival, and according to Thomas Hobbes, a fear of lawlessness that is encoded in our collective conscience, we seek an order. However, when that order comes with the price of dehumanization, of manifest injustices of all forms perpetrated against the weak, the poor and the deprived people revolt… … …”

But the very same fellows who have never condemned Nathuram Godse for having cold-bloodedly murdered Mahatma Gandhi, while demanding death for killers of so-called Swami and Saraswati Laxmananand, whose acts of religious revivalism had breached communal harmony in Kandhamal in such acrimonious velocity that a mayhem had to get rid of him at the cost of peace and tranquility in that beloved land of tribal magnanimity, have been condemning the “the poor and the deprived people” when they “revolt’, their leadership that the Naxals/Maoists constitute.

Laxmananand’s extinguishment forms the crux of a Judicial Enquiry headed presently by a former Judge of Orissa High Court, Justice Naidu. Yet, the Godse admirers and their allies in the pro-rich administration – always eager to perpetrate State-terrorism on progressive people – are one in condemning the opponents of caste-divide in Hindu society in general and Orissa’s icon of modern revolution Sabyasachi Panda in particular, for the homicidal death of the Hindu sectarian leader who was executing a mission of conversion of vulnerable people from other religions to Hindu, oblivious of how Indian Constitution was being denuded of its spirit thereby, even though the commission of enquiry is yet to find out who really was responsible for the death of Laxmananand.
It may so happen, if the Commission of Enquiry acts without any bias, Justice Naidu, who has wanted Sabysachi Panda to be produced before him for study of his role, if any, in the murder and its environment he is inquiring into, may held Laxmananand responsible for his own death.

But, the Godseites have been trying to obstruct the process of free thinking of Justice Naidu by shrouding the Judicial Commission with clouds of libretto that the Naxala/Maoists are criminals.

Had it been so, people would never have punished Manmohan Singh

There was a Prime Minister of India in Manmohan Singh whose Americanism was so shamelessly anti-Nasxals that the people of India have avenged their ruin by throwing his party to such filthy depth of the dustbin of electoral politics that the Congress, despite all its cries before its party-planted President, has been rightly found too stoutly rejected by the people to claim the post of the Leader of Opposition in the Lok Sabha, had described the left revolutionaries as “left viruses”. People have punished him and the Congress for this nasty conduct, though in their anxiety to get rid of the Congress they had become so rash that they are yet to extricate themselves from another set-up of supporters of FDI in India, which the middleclass opportunists and ultra-high-rich combine, has brought into power in a climate of conglomeration of rich media and religious revivalism. Lest the Supreme Judiciary, known for its free thinking so far, becomes a hurdle, the new set-up has already taken steps to make it easier for the pro-rich elements entering into the high benches. Yet, it looks pertinent to see what the Naxals are in the wisdom of the supreme Judiciary.

In the eyes of the Supreme Judiciary

In trying to locate the reasons of the growth of Naxal movement, wherein tribal youths are conspicuous by their participation, the Hon’ble Supreme Court of India, in ‘Nandini Sundar v. State of Chhattisgarh’ (AIR 2011 SC 2839), have noted: “Many of these tribal youngsters, on account of the violence perpetrated against them, or their kith and kin and others in the society in which they live, have already been dehumanized. To have feelings of deep rage, and hatred, and to suffer from the same is a continuation of the condition of dehumanization. The role of a responsible society, and those who claim to be concerned of their welfare, which the State is expected to under our Constitution, ought to be one of creating circumstances in which they could come back or at least tread the path towards normalcy, and a mitigation of their rage, hurt, and desires for vengeance” (Para 52).

At Para 71 the Court further observed, “As we remarked earlier, the fight against Maoist/Naxalite violence cannot be conducted purely as a mere law and order problem to be confronted by whatever means the State can muster. The primordial problem lies deep within the socio-economic policies pursued by the State on a society that was already endemically, and horrifically, suffering from gross inequalities”.

In the eyes of the Father of Indian Constitution

“We must remove the contradiction (this gross inequality) at the earliest possible moment or else those who suffer from inequality will blow up the structure of political democracy which this Assembly has so laboriously built up”, Dr. Ambedkar, father of the Constitution had warned while replying to the last debates on the draft Constitution (Constituent Assembly Debates, Volume 8, p.279).

The Supreme Court, in their observation quoted above had to so observe, as the gross inequality between the Indians divided in two parts – the meager numbers of the rich and the massive numbers of the poor – instead of being removed, has become more savagely severe.

As Naxal/Maoist movement has grown against this background, agents of imperialism in power have made rigorous laws like Act No 15 of 2002 that equates the Naxal/Maoists with terrorist and applies the Act to them with retrospective effect.

But, by enactment of this act, the Supreme Court verdict cited supra is not denuded of its wisdom and Dr. Ambedkar’s words of their wise relevance.

Human conscience cannot be suppressed by Laws of Intimidation, whosoever in power frames and enforces them.

Revolutionaries were there, who brought us freedom.

Revolutionaries are there who dare State-terror to bring us emancipation.

Revolutionaries will be there, on whom shall depend people’s liberation from the yokes of exploitation.

And, in true judicial wisdom, not the exploiters, but the ones suffering for saving the people from exploitation, shall always have the right place of importance.

Therefore, despite draconian Laws equating politico-economic revolutionaries with cross-border and communal terrorists, in Judicial wisdom, as per Justice K. S. Ahluwallia of Calcutta High Court. “Naxalism or Maoism is a political movement wedded to violence and the participants thereof are political offenders”, not criminals.

Interpretation of Laws in various Courts by various Judges may differ, but judicial wisdom uttered in cases of politico-economic relevance, such as the ‘Salwa Judam’ and ‘Political prisoners’ cases, cannot be viewed as anything but expressed wisdom in matter of social and politico-economic developmental perspective.

One is to decide how to read between the lines.

Rare Humanitarian Surgery: Python saved

I am personally indebted to Prof. Dr. Indramani Nath, who had saved the life of my GSD ‘Tommy’ in 2012 and to Dr. Jasmin Singh, who had save my booster ‘Badsah’ in 2013. Dr. Nath is Professor-cum-HoD and Dr. Singh is an Asst. Professor in the Department of Surgery in the College of Veterinary Sciences and Animal Husbandry under Orissa University of Agriculture and Technology, Bhubaneswar.

But I am not going to repeat my gratitude to them in this presentation. I am just eager to say how much in wonderment I am at the enormity of humanitarianism and love for animal world the both of them have displayed in trying to save the life of a 15 year old, 14 ft long, 30 kg python that a general public had mortally injured.

The python was crossing the road at Rameshwar in the district of Khurda, when people of the locality, afraid of the demonic danger it may pose to them and their livestock if allowed to live, tried to kill it with whatever means readily available.

On being informed of this, the forest officials had rushed to the spot and rescued the snake and kept it under watch at Ketaki Jhara nursery for four days.

As no improvement was marked, they consulted the Snake helpline organization and thus, on August 19, it was brought to the Surgery Department of the College of VSAH.

Prof. Dr. Nath decided to repair the fractures through surgical operation. He preferred Dr. Singh to be the other member in the team. And both decided to take the risk.

After the surgery, about the success of which both the experts are confident, the python has been kept under medical observation. The Doctors are hopeful that after a week, it may be released back into its freedom.

Forgery committed by (Padma Bhusan) Radhanath Rath Established: Signed Will of Utkalmani Retrieved

The Will, which Utkalmani Pt. Gopabandhu Das had dictated to his employee Radhanath Rath is missing, though Rath’s son Prof. Nilakantha Rath says that, he had seen the “original” with his father.

But the Will taken dictation of by Lingaraj Mishra with Gopabandhu’s signature in various parts of the same has been retrieved. And with this, it is established that the Servants of the People Society is using a forged Will of Gopabandhu to loot the paper he had co-founded.

The day designated for declaration of India’s independence – 14 August 1947 – was greeted with a special edition of the Samaja, of which a copy is in our possession. This special issue is especially silent about Servants of the People Society having any relationship with the Samaja. The photo copy below shows that Udayanath Sarangi printed and published it at Satyabadi Press, Cuttack when Radhanath Rath was its manager and editor.

We have already published in these pages earlier how SoPS had asked its member Lingaraj Mishra to receive the Satyabadi Press only from the executors of Gopabandhu’s will, as he had wanted the SoPS to take over the charge only of that Press, as and when the Samaja, to which that Press was pledged, would release the Press from its duty. And, Mishra had complied with it.

On this ground mainly, we were sure that Lingaraj and Radhanath suppressed the Will of Gopabandhu and prepared a forged Will to show that along with the Press, the newspaper Samaja was also given to it; because, thereby, it is they who were to derive maximum benefits both politically and financially.

After forging the Will, they had tried to tamper with the copy of the Will recorded in the Register of Registration. Their attempt was foiled by an alert official of the court and thus having failed to do so, they have destroyed the file containing records of the probate case; and sure that there shall be no trace of the signed Will, they have used the forged Will sans any qualms in all law courts as and when they were to exhibit the Will. Because of this forgery, the SoPS have obtained registration from the Registrar of Newspapers for India (RNI) for the Samaja, firstly as Trustee and later as Owner. We have wanted clarification from the RNI on these two distinctly different phenomena along with all applications for registration, and order sheets; but the nation’s apex authority on publication of newspapers has not yet been able to answer our query. This has led the ‘Save the Samaja Forum’ to demand for scrapping SoPS as owner of the Samaja, as the said society has occupied the Samaja through treachery and forgery. Press Laws never permit publication of a newspaper by any person illegitimately claiming to be the owner thereof. As the RNI has failed to act, SSF has preferred a writ case before the High Court of Orissa seeking action against inaction of the RNI.

Sadly, the State Government of Orissa is sleeping over such serious fraud, as Chief Minister Naveen Patnaik is enjoying his nexus with the miscreants in this case.

Waiting for Independence

For me and my likes, independence is yet to come. It had not come even to Mahatma Gandhi on August 15,1947. Gandhiji had not participated in the celebrations of independence. Instead of ‘Independence Day’, he had observed ‘Mahadev Desai Day’ that day. He had refused even to give a message on achievement of independence. He had “run dry”, he had told an official of Information and Broadcasying Department of Government of India, who had come for his message.

Jatiya Kabi Birakishore Das had serious questions.

I am waiting to celebrate independence when the leeches – white or black – would be no more to suck our blood.

SoPS in misguiding acrobatics again in the name of Gopabandhu

When our research prompted our conscience to expose the serious offenses committed against Utkalmani Gopabandhu Das and Orissa by the Servants of the People Society {SoPS), and when the people of Cuttack, where it is having its State Branch, rejected its invitation to participate in annual oblations (Tila Tarpana} it was to offer in his memory, and when the Save-the-Samaja-Forum organized public pledge campaigns through silent black-flag-demonstration as well as vociferous rallies with Sankalpa Rath (vehicle of pledge) rolling ahead in making people aware of how SoPS has betrayed Gopabandhu and occupied the Samaja by using a forged will of the late lamented leader, the hoodlums of SoPS, in jittery, contrived methods to mislead the people of Orissa with a motor vehicle running into different places of the State under a mischievously designed banner, ‘Gopabandhu Jyoti Rath’, for the first time in 2013 since his death in 1928.

At a cost of several lakhas of rupees, they engaged an event-management firm to run the ‘Jyoti Rath’ and by misusing media power cultivated the Chief Minister’s office to off-the-record force field officers to pompously receive the said Rath in order only to lessen the impact of the ‘Sankalpa Rath Yatra of Save-the-Samaja-Forum.

The low-paid, unpaid, exploited reporters from Block to District level were asked to hire people to help the ostentatious event appear popular. They carried out the instruction against assurances that the money spent for purpose would be reimbursed. But till date they have not got back the money they had spent on hiring the fellows.

The criminals in its roll of SoPS who have earned disdainful mention in the report of Justice Arijit Pasayat Committee that had investigated into financial and moral offenses rampant in the Samaja establishment are in jitters, as discovery of the original will of Gopabandhu has established that they are using a forged will to keep the newspaper in their illegal occupation.

They are sure of criminal prosecution for the crime they have committed.

Only if the police could be tamed, they may gain some time.

With this design, they have devised a new method to dazzle the Police-Station level officials to escape immediate arrest.
In nexus with a private TV channel and with support from a few commercial/industrial houses, they have devised an evening of entertainment by some singers and dancers under the pretense of expressing gratitude to martyrs of freedom movement on the occasion of this Independence day. They have roped in the Police Commissioner as the chief guest. The very same fellows of SoPS that are actively misusing a forged will of the legendary freedom fighter Pt. Gopabandhu Das, have projected themselves as authorities of the Samaja in various capacities, even though they have yet to establish their authenticity in the court of law where their claim of office is challenged by distinguished life member of SoPS, Prof. Kishore Ch. Tripathy. President of Utkalmani Newspaper Employees Association Journalist Deviprasanna Nayak has also wanted them to clarify their position in context of the challenge to their authenticity as employees are deeply affected by uncertainty over ownership of the Samaja. But, there is no reply as yet, as SoPS knows that their crime is no more a secret.

It is not that the Police Commissioner doesn’t know of the offenses these fellows are involved with. Hon’e High Court of Orissa have given direction to the Police Chief to act upon allegation of crime against these swindlers of Samaja funds. FIRs filed by Tripathy are also pending.

One is at loss to understand, how the Police Commissioner allows himself to be associated with these fellows when their criminal conduct forms the crux of so many disputes.

RAKSHI FROM MY SISTER LAXMIMA

Rakshi has become such a mass affection festival in Orissa that, nobody will accept that, it is, by origin, not an Oriya festival.

In the process of acquiring this popularity, Rakshi has almost replaced Orissa’s traditional fest Gamha Punei celebrations.

Gamha Punei celebration is the culmination of paddy growing activities in Orissa, the land of rice.

Orissa celebrates Raja (Menstruation cycle of Mother Earth), when, with advent of the rainy season, the soil in heat due to summer, earns maturity to be sowed with the seed of paddy.

Symbolically, the lady of Srimandira – the epitome of the matriarch concept of Buddhism, the concept of creation caused not by Bramha, but by copulation, Sri Jagannatha – also gets the Raja treatment spanning from Snana to Nava Jouvana Darshana, typically like a Oriya girl having her first menstruation, particularly in a farmer’s family.

Under the sway of such matriarch concept, women folk of farmer families play a major role in shaping social ceremonies. On the full moon day of Shravana, they treat the Oxen (Balada) as their brother with whose help the farmers cultivate the fields.

Process of cultivation starts on Akshi Trutiya. Wife of a farmer puts the seeds of paddy in Akshaya Gauni and sends her husband to the field with the oxen to plough and sow the seeds. From that day till all the phases of paddy growing – Bida, Bihuda, Bachha, khelua, Beushana, Rua – are over, the oxen do not get adequate rest. By full moon day of Shravana, all these phases are usually over in Orissa.

So, on the last day of Shravana, the wife of the farmer conveys formal gratitude of the family to the oxen with tasty cakes she prepares from the best of the cereals and feeds the oxen while greeting them as her brothers; because, like a brother does not hesitate to help his sister even if that requires physical hardship and strain, the oxen perform all the hard works of cultivation for prosperity of her family. Every year, on the full moon day of Shravana, wife of an Oriya farmer renews her bond of affection with the oxen, fastening strings of flower on their horns.

This great occasion unfolds the unique Oriya philosophic concept that female factor is the presiding factor of life.

Gamha Paita

This being the greatest challenge to patriarch supremacism propounded by Vedic philosophy, not only Asoka had tried to destroy Orissa, but also Vedic chauvinists like Shankaracharya had flocked to Orissa to impose the patriarch god Brahma on the people of Orissa. In this process, they had contrived a legend that, a powerful demon had obtained a boon from Bramha that he can devour any number of human beings as he would want to satisfy his hunger on the full moon day of Shravana. As panicked people prayed God to save them from the demon, they were advised to become a Brahmin on that day, as the demon – Bramha Rakshasa – being a devotee of Bramha will not kill any Brahmin. So, on this day village Brahmins distribute Paita (the thread that the Brahmins wear) amongst all the members of farming families, against Dakshina (money or rice and vegetables they collect against the said service). Thus, on this day, the entire population of Orissa become a Brahmin population. And, though this is only for a single day, the concept of Brahmin as a protector gets implanted in the mind of the people, the Brahmins were thinking. When, therefore, to solidify the impression, they were calling this day as Bramha Parva (Festival of Bramhinisation) the farming people of Orissa, who by birth are anti-caste-divide, were mocking it as Gamha Parva, linking it to Gamha Poka (a silky white insect that damages the paddy) and the tread the Brahmins were instigating the people to wear being called Gamha Paita. Till my childhood days, this was in vogue in my birthplace Tigiria. It also continues in many places of Orissa till date. And, Srimandira of SriJagannatha continues to be place of no Brahminism.

People against caste divide

Many fights the people of Orissa have fought against caste supremacism and have heroically revolted against their own emperors like the patron of Brahminism Purusottam Dev, forcing him to withdraw his own book Abhinav Gita Govinda wherein attempts were made to transform Jagannatha from Buddha – the nullifier of caste divide – to Bishnu of caste-supremacism. In their fight against caste supremacism, the people of Orissa, history has witnessed, had dragged out the statue of Adi Sankara from Ratna Singhasana of Sri Jagannatha, where Purusottam Dev had consecrated that to be worshiped along with the deity and thrown the same to the dust where people were discharging their urine. Since then no Sankaracharya had dared to poke his nose into affairs of SriJagannatha, though this year the religious revivalists taking advantage of educated Oriyas running away from the agro-traditions, had tried to get him implanted on the horizon of Jagannatha.

Tricks to transform Buddha to Bishnu

However, having failed in the Brahminisation trick, the Vedic chauvinists had devised ways to project Jagannatha as Krushna, whose character depicted in the misleading Mahapurana Bhagavata was akin to that of a Sahaja Nayak perceived in Sahajayana of Buddhism, with a motive to slow-poison Oriya psyche to accept Jagannatha as Bishnu, in which name, Krushna was also projected.

Nefarious design

And, in this nefarious design, in order to wipe out the image of Krushna as a hero of class war, who, in Mahabharata, had given clarion call to wipe out the self-styled Aryas, who in the name of Vedic religion, were, by force, taking into their possession others’ properties including wives, they started Jhulana yatra with Jagannatha projected as a promiscuous lover of many women including Radha. The aim behind this was to show superiority of man over woman, to counter the matriarch effect of Buddhism in the Srimandira system.

In retaliation, Anangatura

People of Orissa foiled this design by providing for worship of the image of Anangatura (woman eager for copulation) which mocks at the Mukti Mandapa, a podium the Brahmins have erected for imposing their supremacy with the help of their patron king. The so-called Jhulana is being executed in the side of this Mukti mandap, in the outer campus of Srimandira, till date.

Rakshi introduced with Import of Balabhadra and Subhadra

Inter alia, in the design to transform Jagannath from Buddha to Krushna, they have added Balabhadra and Subhadra of Dwaraka to the system of Jagannatha Buddha. And, to eliminate the Gamha tradition, where women of farmer families were renewing their bond of affection with the Balada (oxen) treating them as their brothers, legends of Subhadra tying Rakshi in Barabhadra’s hands were introduced.

Balabhadra being Haladhara (whose distinction is based upon plough) is not different from Balad (oxen) that females of farmer families so lovingly accept as brothers. Therefore, the legend of Subhadra renewing her bond with Balabhadra with tying the Rakshi has not been rejected by the Oriya population.

Gamha strings become Rakshi

Thus the strings of flower tied on the horns of oxen by women in farmers’ families on Gamha Punei (Full moon day of Shravana) have, by extension, merged in sisters renewing their bond with brothers putting Rakshi in their hands.

But my family being a proud family of farm land owners is yet having the oxen greeted in traditional method and my sisters by birth have never been encouraged by my parents to tie Rakshi on my hand.

But I have a sister in Laxmima Sircar, to whom, since her childhood, I am the elder brother, being adopted as a spiritual son of her most revered parents. Her Rakshi is always tied to my hand on this day every year, even though she is living in Ranchi. It never happens that the full moon day of Shravan arrives and Rakshi from Laxmima has not reached me. And, every year this is the only Rakshi I wear.

This year, it did not come in time.

The sun rose in the morning of Shravana Purnima as usual. The clock proceeded into 10 AM. I felt hungry, as I was waiting for Laxmima’s Rakshi so that after a bath I would take it and then have my breakfast. I telephoned her and she became instantly worried on hearing that her Rakshi has not reached me.

I decided to procure a Rakshi in her name and wear the same in her name.

But that was not to happen.

As I was going to ask my nephew to purchase a Rakshi on behalf of Laxmima, the postman entered into my campus and delivered me the speed post carrying her Rakshi, with her letter that she sends every year on this occasion, full of affection.

Rakshi, to me, is entirely sister-centric, despite attempts to make it patriarch.

It has become a great event in agrarian Orissa, despite not being an Oriya festival by origin.

Brave people of Orissa fighting the Flood, as Political Govt. Discernibly Fails

People of Orissa know that their Political Government is of no use in times of calamities like the present flood, though the Executive Government may be of some use during and after the catastrophe. Therefore, oblivious of what their leaders are doing, they are, in their own way, fighting the flood.

It is to be marked that the affected people belong mainly to the poor working class and marginal farmers, whose houses are not strong enough to withstand the deluge. The picture taken from a distance shows how the rising flood threatens the thatched houses as a helpless person has no other way than watching in despair. No necessity to say where, because it is everywhere in affected Orissa.

Executive Government is claiming to have rescued 1.5 lakh people, but as per Deputy Relief Commissioner Pravat Ranjan Mohapatra, 84,650 persons are sheltered in relief camps. Where are the rest of the rescued persons? Answer won’t be available, because anarchy and confusion is the prevailing syndrome Orissa administration is afflicted with, as otherwise, two days ago, when the spate was menacing, the chief minister could not have declared that the “flood situation is under control”. But reality dose not support the CM’s claim, as thereafter the flood updates by officials show that the number of villages and victims of flood is in constant increase.

Minimum 28.58 lakh people in 4,951 villages of 134 blocks in 1,300 gram panchayats spread over 23 districts have been affected due to the floods, if the latest words of Special Relief Commissioner (SRC) are counted. All this is because of a nonchalant Political Government.

Want of Embankment Policy

A man in political power for more than fifteen years, in charge over water resources, Mr. Naveen Patnaik has never bothered about proper maintenance of river embankments and has never contemplated to have even an Embankment Policy, whereas, the Water Plan 2004 is kept inconsequential by the Political Government.

This Water Plan prepared by the Department of Water Resources, under control of Chief Minister Naveen Patnaik has been abandoned.

Though the “Plan” makers failed to find how far the embankments are meant to withstand the discharge in the delta basin, they had made it unambiguously clear that the embankments are deficient in several counts. To quote it, “The embankments are deficient in several counts.
They are not continuous. There are wide gaps at several places. They are not of uniform standard. Some are capital embankments, some are other agricultural embankments, some are test relief embankments and some are gherry bunds. The four categories have separate specifications. They are not properly designed. Most of them are deficient in slope and lack proper elevation at places. They are very poorly maintained”.

Water Plan abandoned

Chief Minister Naveen Patnaik should have studied the Water Plan in right earnest and acted to rectify the defects so emphatically pointed out therein. But, he did not do it. He has neither framed an Embankment Policy, nor has he shown any interest to remove the defects in embankment system as shown in the Water Plan 2004. As a result, breached embankments have precipitated severe spread of the flood. See some pictures:

The present flood has its severity because of two river systems: Mahanadi and Baitarani.
The pictures below would show, how, oblivious of the danger from fragile, poorly maintained, neglected embankments, industries have been helped by Naveen Patnaik to brutalize the beds of these two rivers causing thereby severe blockage in free flow, forcing the freshets to violate the normal confines. Mark them:

The situation has become worst, as because of his mad support to various industries, the natural beds of important rivers have been savagely tampered with, leading to breach of embankments under pressure of water debouching or over jumping the banks and levees.
The Water Plan 2004 had viewed lack of drainage a major reason of flood. To quote it: “Due to poor drainage system of the area, the flood water stays on and damages the crops and canal system, public and private utilities and properties. When this flood water combines with local rain water, the problem becomes more severe and acute”. Yet the government has failed to understand this phenomenon and helped industries strangulate the natural drainage. When the above two pictures show how Mahanadi is being strangulated, the two pictures below focusses on the debacles Baitarani is being subjected to by shrinkage of her natural breadth of flowing.

Strengthening of embankments essential

From the history of flood in Orissa juxtaposed with data of recent floods, it transpires that strengthening of embankments to bear with 16 lakh cusecs of flow is essential to provide the people with enough protection from flood devastation, because floods of post-Hirakud period have not exceeded this volume so far. Only the Political Government could have done it. But Orissa’s Political Government, particularly under the preening prince of Bijudom, has blatantly failed.

Necessity of additional dams

The political Government could have erected additional dams to obstruct floods of this type in a more effective and useful manner. A dam at Tikarpada and another at Naraj in addition to Hirakud would fully control flood in Mahanadi delta, had underlined Dr. A.N.Khosla, He was certainly right, but vote bank politics punctured the proposal.

Alternative

In such circumstance the Water Plan envisaged “construction of a pond with conservation level of RL.54.90m. The control structure has to be designed in such a manner that the outflow from the pond will be limited to a safe discharge of 9 lakh cusec when a 100 year flood impinges. From routing studies it is seen that this is possible if the water level is allowed to rise to RL. 77.0m. When the design flood passes areas lying farthest from the pond will be submerged for only 24 hours and area closest to the pond for a period of 6 days and 6 hours (once in 100 years.). 64 villages will thus be affected. Habitations need not be submerged as gherry bunds up to 2 m height above flood level will be constructed around them. No towns will be affected. The proposal seems attractive and need further detailed investigation and proper design”.

Flood Storage

The Water Planners had further said, “Even if this proposal may not be accepted fully, a combination of the following measures may be considered. Some exclusive flood storage in the tributary reservoirs should be developed to reduce the MWL of the barrage.The ‘dynamic storage’ may be reduced to a lower level acceptable on submergence point of view. The safe discharge at Naraj may be raised to say 14 lakh cusecs experienced in 2001 and 2003 by strengthening the embankments.

Drawbacks in flood forecasting

A better flood forecasting mechanism at Hirakud to enhance the flood moderation capacity of the reservoir” was stressed upon. Behind this was location of specific drawbacks in flood forecasting system. To the Water Planners, “data transmission mechanism” was “unreliable” particularly at the time of flood, while observing that the “existing data communication mechanism is time consuming”. A single UG for a big catchment unit area up to 60,000 km2 involves error and the process of estimation of effective rainfall is also full of error, it was pointed out, in the Water Plan. Therefore, there is enough scope for development in the existing flood forecasting mechanism, it was pointed out in the Water Plan. But, the facilitator of POSCO, Vedanta, Tata, Bhushan and all such likes, got no time in the last ten years to pay attention to this.

Devastated yet brave people

Now as 38 deaths officially reported, 526 villages with 3.26 lakhs pf people marooned as per official report dated yesterday, at least 6.57 lakhs of livestocks severely affected when 96 domestic animals are dead and 2,69,765 Hectares of standing crop totally damaged, 24,823 houses collapsed (Ibid), the loss in terms of health and man days unfathomable, the brave people of Orissa are trying to save themselves, as the Political Government has failed them.

EXPOSURE PUSHES WRONG OFFICIAL ORDERS INTO SILENT DEATH

We are not sure; yet we have reason to believe that the exposure in ORISSA MATTERS has forced secondary education officials to give a silent death to a blatantly illegal order issued by the Director of Secondary Education, Orissa in matter of a private High School we had cited as an instance.

The exposure was in two parts. The first part was captioned: Fish Market continues in the Directorate of Secondary Education:An Instance, and the second part was: Hub of manufacturing forged Certificates runs with the support of the Education Officials.

When one Dhobanath Sahu had run away from a school – Sankarsan Godi Godisahi Bidyapitha after his offenses such as manufacturing and marketing of forged certificates and misappropriation of funds and clandestine selling of school furnitures came to the notice of the Managing Committee, pending disciplinary proceedings, the MC had demoted him from the post of Head Master In-Charge ((HM I/C) to the third position in its faculty list. As the School became eligible for block grant and the Directorate of Secondary Education wanted the faculty list for approval of their appointment, the MC had submitted the list with Sahu in the third position. But, the Government did not consider him worthy of approval as a teacher.

Despite this, after many years of abandonment, when it was clear that the block grant would proceed into 100% grant-in-aid entitling the teachers to draw regular and full salary in time scale, Sahu managed to obtained a mysterious order from the Director of Secondary Education that declared him reinstated with retrospective effect in the post of HM I/C of the concerned school. And, it was stated therein that the Director has quashed his retrenchment! When Sahu was never retrenched, quashing his retrenchment was, if anything, a trick contrived to confuse the MC in serving Sahu’s interest instead of the school’s interest.

ORISSA MATTERS exposed this.

Exposed to the core, the mandarines have given the order of reinstatement of Sahu as HM I/C issued by the Director a silent death by projecting Ms. Namitarani Maharatha as the HM I/C in an order promulgated yesterday (7 August 2014) bearing the cadre list of teachers of the same school, where Sahu’s name has no mention even.

Yet, it is imperative that the Government in the Department of School and Mass Education should take action against the Director and his team that had contrived the tricks to impose Sahu on the school as HM I/C instead of handing him over to police for the serious offenses he committed before absconding.
